His father, Metodi Borisov, worked in the Sofia City Administration of the Ministry of Internal Affairs until 1987. In 1982, Boyko Borisov graduated from the Higher Special School of the Ministry of Internal Affairs, receiving a diploma as an engineer in "Fire Protection and Safety" and the rank of lieutenant.

After graduation, Borisov started working in the Sofia City Administration, initially as a platoon commander and later as a company commander.

From 1985 to 1990, he served as a lecturer at the Higher Institute for Officer Training and Scientific Research of the Ministry of Internal Affairs. During this time, Borisov defended a dissertation on the topic of "Psycho-Physical Training of Operational Staff."
